A United States Council On Environmental Quality (CEQ) occurs as section of the White House that coordinates federal environmental efforts & works closely by using agents & more White Home agents in the development of environmental policies and initiatives.
Congress established a CEQ inside the Executive Professional of the President when a share of the National Environmental Policy Work of 1969 (NEPA). Extra responsibilities were provided per Environmental Quality Improvement Work of 1970.
A Council's todays chairperson, James L. Connaughton, was appointed by the President with the advice and consent of the Senate. Previous chairmen include James Speth.
A CEQ reports annually to a President on the state of the environment; oversees government agency implementation of the environmental impact assessment run; & acts as a referee whilst agents disagree on top the adequacy of such assessments.
In June 8th, 2005 Andrew C. Revkin of the New York Times reported that Philip A. Cooney chief of staff for the White Home Council in Environmental Quality & previous lobbyist for the American Petroleum Institute has been editing science papers by adding adjectives that add uncertainty to the government global warmingreports. These reports own typically been cited as a understanding for a United States to non assume the Kyoto Protocol.
For instance, Andrew Revkin wrote' "In one instance in an October 2002 draft of a regularly published summary of government climate research, "Our Changing Planet," Mr. Cooney amplified the sense of uncertainty by adding the word "highly" to this sentence: "A attribution of the stimulates of biological & ecological changes to global climate change or even variability is pleasantly hard."
In a section on the need for research into how warming might change water availability and flooding, he crossed out a paragraph describing the projected reduction of mountain glaciers and snowpack. His note in the margins explained that this was "straying from either research strategy into speculative findings/musings."
Mr Cooney is educated as a Lawyer not a Scientist.
